On this page you can Add or Edit a County. You can do that by clicking on the green button County (+) in the Header (1) section of the Country & Settlements page.
The system requires you to fill the Name and Code of the county. You also have to pick the country to which this county belongs.
After you adjust all the needed settings you can either Confirm or Close the page to finish.
